UK home information packs or HIPS
The process of selling your home or a house has just got even more complicated, and even more expense. From June 1st 2007, it is now legislation to order and have available to view, a home information pack, or HIPS for short. This applies to the whole of England and Wales and must be organised BEFORE you put your property to market.
Coming out of Brussels, it is officially the EU directive 2002/91/EC. There are four main points of objective to consider.
- a common methodology for calculating the integrated energy performance of buildings;
- minimum standards on the energy performance of new buildings and existing buildings that are subject to major renovation;
- systems for the energy certification of new and existing buildings and, for public buildings, prominent display of this certification and other relevant information. Certificates must be less than five years old;
- regular inspection of boilers and central air-conditioning systems in buildings and in addition an assessment of heating installations in which the boilers are more than 15 years old.
As from the aforementioned date, you will need official paperwork and make it readily available to potential buyers. It prime directive is so that any interested parties wishing to purchase your house can have an energy report, so they can calculate just exactly what costs it will incur. This is called an 'Energy Performance Certificate' and is also going to be tied with other legal documents such as evidence of title, index of content and a sales statement.

So, when selling a house in the UK, your overheads have just increase by around four hundred pounds. You now have costs for valuation and survey, legal fees and the now obligatory home information pack.
