Exclusions from HIPS
Home Information Packs are currently only needed in England and Wales. This means if you live in any other part of the United Kingdom, like Northern Ireland or Eire, you do not have to have HIPS to sell your house.
Non residential properties are also exempted, so places of employment, factories, offices and the like do not need Home information packs. Also combined buildings like a retail unit or a shop with a flat above used for living purposes are also not needed to have the documentation to sell.
Landlords who have sitting tenants and are selling as a package, or if you cannot actual live in the property due to it being inhabited by tenants of some description also benefit from exclusion.
Portfolios of properties, i.e. buildings for sale that are not completed or still under construction also do not need HIPS.
Right to buy properties do not need the home information pack, so buying a council house from the directly from the council or a social landlord also give exemption.
Listed buildings are also exempt, as too are government buildings.
Private sales are also exempt, so if you sell to a family member, friend relative or housing association without having to advertise the property for sale
Homes also held on a lease of less than twenty one years also are exempt from obtaining a HIP report.
